The 2021 outline splits the exam into five functional areas. Compliance and Risk Management (25%) and Employee Relations (24%) together carry almost half of the weight; Learning and Development is the smallest at 15%. Each area has its own page with 15 to 18 practice questions.
The outline is written as 27 “Knowledge of” statements and lists no responsibilities (outline, pp. 3–7). The PHR and SPHR outlines describe work an HR professional performs instead. The difference shows in the questions: they ask what a term means, which step of a process comes first, or which rule fits a short situation.
Law is the part that surprises newcomers. Compliance and Risk Management names 15 federal laws, from Title VII and the FLSA to the Drug-Free Workplace Act, and asks for knowledge of them: what each covers and who enforces it. Running legally compliant programs is the PHR’s ground. Compliance and risk management sorts out which is which.
Where it leads
Among the US exams on this site, no other sits at the entry level. The next step up, the PHR, asks for 1–4 years of HR work first (aPHR vs PHR).
Among the other exams on this site, only the SHRM-CP has no eligibility requirement: aPHR vs SHRM-CP. HRCI’s international version is a separate credential: about the aPHRi.

How long is the aPHR test?
1 h 45 min of testing for 90 questions, plus about half an hour for the tutorial and a closing survey.
Can I take the aPHR from home?
Yes, through Pearson VUE’s OnVUE remote proctoring where it is offered, or at a Pearson VUE test center.
Is the aPHR worth it?
It depends on how soon you can qualify for the PHR. Holder counts, pass rate and three-year cost are weighed on is it worth it.
How is the aPHR different from the PHR?
The PHR is the professional level: 115 questions instead of 90, a fee of $495, and an experience requirement. Side by side: the two compared.
