PHR vs SPHR: operational or strategic HR
The PHR and the SPHR are HRCI's professional and senior exams. HRCI's own labels say it: Professional (operational HR) for the PHR, Strategic (senior HR) for the SPHR. The line between them is the work you do: running HR programs, or setting the strategy and policy they serve. Your degree and years decide which one you can sit; the outlines decide what you study.

The short answer
PHR
Take the PHR if
- you have 1–4 years of HR work, but not yet the SPHR's;
- you carry out HR programs rather than decide them;
- you want the shorter exam: 115 (90 scored) questions in 2 hours;
- you want the lower fee: $495.
SPHR
Take the SPHR if
- you have 4–7 years of HR work behind you;
- you own HR strategy or policy: Leadership and Strategy is 33% of the exam;
- you want the senior credential without passing the PHR first;
- you can meet a Business-credit quota at renewal: 60 (15 Business).

Years of experience, by degree
Both rules count professional-level HR experience, and a degree shortens it in the same steps:
- Master's degree or higher: PHR 1 year, SPHR 4 years
- Bachelor's degree: PHR 2 years, SPHR 5 years
- No degree: PHR 4 years, SPHR 7 years
At every level the SPHR asks for three more years (our subtraction). The degree does not have to be in HR, and the experience need not be current or consecutive. The SPHR rule lists experience and education only; holding the PHR is not part of it. What counts as professional-level work: PHR requirements and SPHR eligibility. One rung lower, the aPHR asks for no experience.
Two outlines, both from 2024
Both outlines took effect in 2024, so prep material written before then describes different exams. Since March 1, 2024 the PHR follows a new outline with 7 functional areas instead of 5; Employee Engagement and HR Information Management are new areas, and Employee and Labor Relations is now 20%. The SPHR's previous outline gave Leadership and Strategy 40%; the 2024 one gives it 33%. Read by area name:
- On both, weighted differently: Workforce Planning and Talent Acquisition is 14% of the PHR and 17% of the SPHR; Total Rewards is 15% against 17%.
- Only on the SPHR: Leadership and Strategy, the largest area at 33%, and Talent Management at 23%.
- Only on the PHR: Business Management, Learning and Development, Employee Engagement and Employee and Labor Relations, the largest at 20%.
- Close, but not the same: HR Information Management (10%) on the PHR, HR Information Management, Safety and Security (10%) on the SPHR.
The responsibilities show the shift: 27 on the PHR outline, 33 on the SPHR's, 12 of them in Leadership and Strategy alone. Both follow one law rule: questions follow the US laws and regulations in effect on your exam day. The statutes are explained on the PHR pages, starting with employee and labor relations.
Exam day
The SPHR is the longer sitting: 140 (115 scored) questions in 2 h 30 min, against 115 (90 scored) in 2 hours. Each mixes in 25 unscored pretest questions you can't tell apart.
PHR question types: Knowledge-based, mostly multiple choice, plus multiple-response, fill-in-the-blank, drag-and-drop and scenario items.
SPHR question types: Knowledge-based, mostly multiple choice, including scenario items.
Everything else is one HRCI rulebook: 500 (scaled) to pass, booked year-round, at a Pearson VUE test center, or online with OnVUE remote proctoring (for select exams and locations). Wait 90 days after a failed attempt, then re-apply and pay all fees again, unless you bought Second Chance Insurance with the application.
Myth: you need the PHR before the SPHR
The SPHR's rule is years and degree (4–7 years of HR work), not a prior credential. If you have the years, apply for the senior exam directly. Applied at the wrong level? HRCI allows a switch before you schedule: $100 change fee plus any price difference, allowed only before an exam appointment is scheduled; the original fees are not refunded.
Pass rates and who sits
In 2025 the senior exam had the higher pass rate, 76% against 72%. Two years earlier the order was reversed: 55% for the SPHR and 60% for the PHR in 2023. A pass rate reflects who sits as much as the exam, and SPHR candidates bring more years with them. The PHR draws more people (4,920 against 2,993 tested in 2025) and has more holders (63,311 against 40,672). Year-by-year figures: PHR pass rates.
Cost and renewal
The SPHR costs $595, the PHR $495; each includes the $100 application fee, and the fee page lists no discount for PHR holders moving up (SPHR cost).
At renewal the PHR asks for 60 credits. The SPHR asks for the same total with a Business quota: 60 (15 Business). Renewal fee: $169 for one HRCI credential, plus $50 for each additional one (up to $369 for five or more). How the credits work: HR recertification.

PHR vs SPHR, quick answers
What is the difference between the PHR and the SPHR?
Level. The PHR is HRCI's professional exam for operational HR work; the SPHR is the senior exam for HR strategy and policy. The SPHR needs more experience (4–7 years of HR work against 1–4 years of HR work), is longer and costs $595 against $495 as of Oct 2026.
Should I take the PHR or the SPHR?
Take the one that matches your work and your years. If you meet the SPHR rule and your job involves setting HR strategy, go straight to the SPHR. If you are short of the senior requirement, the PHR is the exam you can sit now.
Is the SPHR harder than the PHR?
It is longer, 140 questions against 115, and more strategic, but its 2025 pass rate was higher: 76% against 72%. The people who sit it have more experience, which is part of the reason.
Do I need the PHR to take the SPHR?
No. The SPHR rule asks for 4–7 years of HR work, with the number of years set by your degree. It does not ask for the PHR.
