What the area covers
The 2024 outline groups it into three responsibilities:
Career development and training: career paths, management training, mentoring, coaching and individual development plans.
Data for succession planning: compensation, performance, turnover, exit surveys and skills assessments.
Running L&D programs: compliance, safety, benefits, HR systems and security, and inclusion training.

Question 1 of 15 · Learning and Development · 10%
While developing a new safety course, the designer pilots draft modules with a small group of employees and revises them based on their errors and comments. Which type of evaluation is this?
Formative evaluation happens during development, using pilot feedback to improve the course before release.
Summative evaluation judges a finished program's results after delivery, not drafts in progress.
ROI analysis compares a finished program's monetary benefits with its costs.
Reaction evaluation is Kirkpatrick Level 1, trainee satisfaction with delivered training, not a design pilot.
Question 2 of 15 · Learning and Development · 10%
A trainer gives participants a test before and after a benefits-administration course and compares the scores. Which Kirkpatrick level is being measured?
Level 3 measures whether people apply the skills on the job, which a classroom test cannot show.
Comparing pre- and post-test scores measures knowledge gained, which is Kirkpatrick Level 2.
Level 1 measures how participants felt about the course, usually through surveys.
Level 4 measures business results such as cost or quality, not test scores.
Question 3 of 15 · Learning and Development · 10%
Which learning objective for a payroll course is written at the application level and is measurable?
'Appreciate' describes an attitude that cannot be measured as written.
Listing categories from memory is recall, a knowledge-level objective rather than application.
'Given a pay case, calculate overtime correctly' states an observable task, a condition and a standard at the application level.
'Understand' cannot be observed or measured, so this is not a usable objective.
Question 4 of 15 · Learning and Development · 10%
A small machine shop with no training facility or budget wants new machinists to learn the work while still producing parts. Which training method BEST fits?
College courses cost money and take people off the floor without producing parts.
Vestibule training needs a separate simulated work area, which the shop does not have.
E-learning on theory does not build hands-on machining skill and needs a budget to buy or build.
Structured on-the-job training teaches on real equipment during production at almost no added cost, which fits a shop with no facility or budget.
Question 5 of 15 · Learning and Development · 10%
A needs assessment shows that a call center's quality scores are below standard. HR then reviews each representative's scores to decide who needs training and in what. Which level of needs analysis is this?
Reviewing each representative's scores to decide who needs which training is person analysis.
Job evaluation sets the relative worth of jobs for pay; it is not a training needs analysis.
Task analysis studies what a job requires, not which person falls short.
Organizational analysis looks at company-wide goals, resources and climate, not at individuals.
Question 6 of 15 · Learning and Development · 10%
Within a year of being named high-potential, 40% of a company's high-potential employees have resigned. What should HR examine FIRST?
Strict selection criteria would affect who was named, not why the people already named are leaving.
High-potentials often leave when the label brings no development or moves, so HR should check that first.
Whether forms were filed is an administrative detail; the content of exit data matters, not the paperwork.
Market pay may matter, but losing 40% within a year of designation points first to how the program treated them.
Question 7 of 15 · Learning and Development · 10%
Which measure is a Kirkpatrick Level 4 (Results) measure for a customer-service training program?
Test scores on service standards measure learning, Level 2.
Participants' ratings of the course measure reaction, Level 1.
A change in customer retention is a business outcome, which is Kirkpatrick Level 4 (Results).
Supervisor observations of calls measure on-the-job behavior, Level 3.
Question 8 of 15 · Learning and Development · 10%
A supervisor selects only male employees for a forklift certification class that leads to higher-paying assignments, saying women 'don't like' that work. Which federal law does this MOST likely violate?
The ADEA protects workers 40 and older; age is not the basis for exclusion here.
The FLSA governs wages and hours, not who is chosen for training.
The Equal Pay Act covers unequal pay for equal work; this is about access to training, not pay for the same job.
Denying women a training opportunity because of sex stereotypes is sex discrimination in training and assignments, covered by Title VII.
Question 9 of 15 · Learning and Development · 10%
Exit surveys show that many newly promoted supervisors leave within a year because they feel unprepared to manage their former peers. Which L&D response BEST addresses this?
A transition program builds the skills of managing former peers, the cause new supervisors gave for leaving.
Stricter criteria might change who is promoted but still give them no preparation for the new role.
A raise does not make anyone better prepared to manage former peers.
An all-staff survey gathers more data on a cause the exit surveys have already identified.
Question 10 of 15 · Learning and Development · 10%
Which item belongs on the COST side of a training ROI calculation?
Reduced overtime is a saving the training produces, so it is a benefit.
Wages paid while participants are in training are a real cost of the program and belong on the cost side.
Fewer customer complaints is an outcome on the benefit side.
Lower error-correction costs are savings, so they count as benefits.
Question 11 of 15 · Learning and Development · 10%
A retailer must train 1,200 store employees in three time zones on a new point-of-sale system within two weeks, without closing stores or pulling staff off shifts. Which delivery method is MOST appropriate?
Bringing staff to headquarters pulls them off shifts and cannot reach 1,200 people in two weeks.
One fixed weekly time cannot fit three time zones and every shift, so many employees would miss it.
Self-paced e-learning lets 1,200 people in three time zones train around their shifts within two weeks, and a skills check confirms learning.
A full week of shadowing per person is far too slow for 1,200 employees in two weeks.
Question 12 of 15 · Learning and Development · 10%
In a 9-box talent review, an employee is rated high on performance but low on potential for advancement. Which development approach is MOST appropriate?
An accelerated leadership track targets high-potential employees, not someone rated low on potential.
A ready-now successor list is for people with high potential for the next level, which this rating denies.
A PIP is for unmet performance standards, and this employee performs well.
A strong performer with limited potential for advancement is best kept and developed deeper in the current role.
Question 13 of 15 · Learning and Development · 10%
A newly promoted manager needs to improve delegation skills within the next three months. Which development approach is MOST appropriate?
Focused short-term coaching builds a specific skill such as delegation within a three-month window.
Job rotation builds breadth across functions, not the delegation skill needed in the current role.
An MBA takes years and is too general for one targeted skill.
Mentoring is broad and long-term, so it is not the fastest way to build one skill in three months.
Question 14 of 15 · Learning and Development · 10%
Experienced supervisors are disengaged in a lecture-based leadership course. Which change BEST applies adult learning principles?
More pre-reading on theory adds passive content instead of using the supervisors' experience.
Adults learn best when training draws on their experience and solves real problems, such as the supervisors' own cases.
A longer course with more theory deepens the passive, theory-heavy problem.
More lecture and a test add more of the passive format that is already failing.
Question 15 of 15 · Learning and Development · 10%
Trainees learning a new claims system cut their error rates quickly in the first three weeks, then show no further improvement for two weeks. Which response by the trainer is MOST appropriate?
Restarting from module one wastes the progress trainees have already made.
A two-week flat spot is not proof of full competence; plateaus usually come before further gains.
A plateau is a normal part of learning and does not show that the program design failed.
A flat stretch after fast early gains is a learning plateau, and varied practice and feedback help trainees move past it.

Designing training: ADDIE and needs analysis
ADDIE runs analysis, design, development, implementation, evaluation. Analysis works at three levels: the organization (where training is needed and supported), the task (what the job requires) and the person (who needs it).
Evaluation is formative while a course is being built and summative once it runs. A usable objective names an observable action and a standard: “send a COBRA election notice within the required time” can be checked, “understand COBRA” can’t.
Kirkpatrick’s four levels
Reaction: did people find it useful? The end-of-course survey.
Learning: did they gain the knowledge or skill? A skills demonstration at the end.
Behavior: do they use it on the job? A manager follow-up 60 days later.
Results: did the business measure move? Fewer safety incidents, faster claims handling.
Return on investment is often added as a fifth level: the money value of level 4 set against the full cost of the program.
Careers and succession
A 9-box grid plots performance against potential, and the outline lists the data a succession plan draws on: compensation, performance, turnover, exit surveys and skills assessments. Mentoring, coaching, career paths and management training are the development tools named in area 03. Performance data comes from employee engagement, and access to training must stay nondiscriminatory under Title VII (hiring law). The SPHR treats the same topics at the program level: talent management.
What is the difference between Kirkpatrick level 3 and level 4?
Level 3 is behavior: people use the skill on the job. Level 4 is results: a business measure such as safety incidents or claims cost changes because of it.
Is succession planning part of this PHR area?
Partly. The outline puts the data behind succession plans here (performance, turnover, skills assessments); building the strategy is senior-level work tested on the SPHR.
